HRD Ministry asked IITs to come with the plan to improve national and international rankings



HRD ministry has asked the IITs to come up with the plan which can help in improving their rankings on the national and international platforms.The issue of the IITs ranking was also raised by the HRD Minister Ramesh Pokhriyal ‘Nishank’ at the recent meeting of the IIT Council. “The issue was discussed in the Council meeting. It is important to work on research excellence. The IITs have been asked to work on improving their national and international rankings. For this each, IIT will come up with an action plan,” a senior HRD Ministry official said. The two of the most prestigious higher-education surveys in the world are The QS (Quacquarelli Symonds) and Times Higher Education (THE) and both are based in London.IITs are the most celebrated Indian institutes but they continue to lag in the race of top 100 while other western institutes such as Oxford University and MIT continue to the top positions.HRD ministry has also called for a review meeting with the officials of the QS to examine and find the reason why some of the most celebrated Indian institutes such as JNU and the Hyderabad University are not on the top 100 list.

Model questions papers for the board exams due in 2020 have been released by the Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP). As of now, the board has released the model question paper for 5 subjects for class 10th and 9 subjects for the intermediate. The model papers will make it easier for the students to understand exam pattern and marking scheme of the upcoming board exams. On November 24, AIIMS will conduct the competitive exam for recruitment to the post of Senior Residents/ Senior Demonstrators. The exam will be held at Delhi/ NCR, Mumbai, Kolkata and Chennai.“Online applications are invited from Indian Citizens as per Govt. of India Residency Scheme, for the tenure posts of Senior Residents/Senior Demonstrators for a maximum period up to 3 years,” reads the notice released by AIIMS.“These posts include existing vacant posts, backlog vacancies of SC, ST, OBC and the posts which are likely to fall vacant (Stage-l) between 01.01.2020 to 30.06.2020,” it added.The last to apply for the exam is October 15 and candidates who are interested in applying can fill the application form by visiting the official website – aiimsexams.org.Meanwhile, AIIMS will also conduct the entrance exam for the PG courses in November. The annual event will be held at Biswa Bangla Convention Centre & Science City Kolkata. The first IISF was held in December 2015 in Delhi where 2000 students performed two experiments and set the world record. On Friday, IIT Council approved to raise the fee of the M.Tech courses offered by the IITs to bring the fee structure of the M.Tech courses at par with the B.Tech courses. The proposal was made on the recommendation on a three-member committee on reforms on MTech program in IITs.The agenda item “Reform of the M.Tech Programs” stated that “proactively increase the M.Tech fee and bring it at least to the level of B.Tech fee (Rs. 2 lakh per year) over the next three years.”“Simultaneously the needy students should be supported directly by the government through Direct Benefit Transfer (DBT) or arranging educational loans,” it added.“The committee had recommended a uniform fee structure for M.Tech program in all IITs and for charging the same fee for M Tech as in B Tech programs. Institutions are encouraged to move towards sponsored students or even sponsored programs as per the requirement of industry,” an official said.The HRD minister also launched a common portal for IIT and IISc admission. The portal has been developed by the IIT Bombay for the international applicants who wish to pursue their PG degrees from IITs and IIScs.“Academically weak students, who are not able to secure the required credits for promotion to the next semester may be allowed an exit option with a degree programme after the second semester, rather than being forced out of the program,” a senior HRD Ministry official said.

In an attempt to promote IITs as a global education destination, IIT Council has decided to exempt the foreign students from appearing for the JEE Mains exam. Foreign students who want to study in IIT will be eligible to apply for the JEE Advanced exam directly.The rule applies to the students who are OCI cardholders.Among other reforms, the HRD Minister had approved the proposal of an early exit for the BTech students. Under this students will be allowed to leave the IIT after six semesters with the B.Sc. Degree in engineering. Encouraging foreign students to study in IIT was one of the major agenda of the IIT Council meeting. Apart from reducing the selection test, the council has also decided to offer a scholarship to each student. “IITs would prepare a scheme for providing scholarships for the bright foreign students to study in IITs. They would also explore the possibility of offering online programs to students both in India and abroad,” a senior official said.“The process of recruiting foreign faculty would be continued by liberalizing the current regulatory processes,” a senior official said.

On Thursday, the Institute of Chartered Accountants of India (ICAI) has agreed to the student’s demand and formed a committee which will look into the evaluation process of the CA answer sheets.Earlier, ICAI’s president, Prafulla Chhajed had said that ICAI ensures multiple levels of monitoring to ensure the quality evaluation of the answer sheets.Later in a statement, the ICAI said, “It has decided to constitute a high-level independent committee to look into the examination processes/ regulations governing CA examinations including Regulation 39(4) of the Chartered Accountants Regulations, 1988 and suggest changes wherever required in the ICAI examination system.” “The convener of the committee will be P C Jain, government nominee to the ICAI council. The panel will include former Supreme Court Judge Justice (retd.) Anil R Dave, former ICAI presidents Ved Jain and Amarjit Chopra, and educationist Girish Ahuja. Rakesh Sehgal, acting secretary, ICAI will act as Secretary to this committee” ICAI said in a statement. The CA aspirants were protesting outside the CA office and demanding the revaluation of the CA sheets alleging that they were not evaluated properly.On Wednesday, Congress leader Rahul Gandhi also came forward in support of the CA students and said that their demands are justified and should be met on an immediate basis.The ICAI president said the institute is open to listening to the grievances of the students. “We are considering to form an independent, high-level committee to look into the grievances of the students as well as to suggest the road map for the future. I will discuss the issue with council members before announcing the formation of the committee,” Mr. Chhajed said in the press conference.Mr. Chhajed reassured that the process of the evaluation of the answer sheets is foolproof. “It’s a robust examination system in which utmost secrecy is maintained in preparing question papers and also during the evaluation of the answer sheets,” he said.He further added “The examiners are experienced professors and experts who are selected after passing an online test. Further, the examiners are regularly checked through a system of sampling in which they are sent 10-15 answer sheets to reveal their approach towards evaluation”.“Digital evaluation of answer sheets and centralized evaluation are also in place to ensure a foolproof system,” he asserted.

Under the MoU, both universities will carry collaborative research in the field of computational system security and sensors.For research purposes, KCST will be equipped with state-of-the-art facilities and equipment. On Thursday, Jawaharlal Nehru University (JNU) inked an agreement with the IIT Delhi under which both institutes will cooperate in research education and technology developments in science and other disciplines.In a statement, JNU said “Memorandum of Understanding (MoU) will not only bring the two institutes together but will enormously benefit teaching, research and technology development of social and national importance.” “The main objectives of signing this MoU between the two premier institutions are to recognize each other’s strengths and co-operate in research, education and technology developments in the disciplines of science, engineering, management and social sciences,” the varsity said. The collaboration between the institutes will also facilitate both the institutes to access each others libraries and central research facilities.JNU’s administration is committed to work with the IIT Delhi as this help in establishing joint ventures in areas of disaster research, JNU said in another statement. The application date for the GATE 2020 application has been extended again. Earlier the last date to register for the GATE exam was extended by IIT-Delhi from September 24 to September 26 because the website went unresponsive on the last day. Now, the last date has been extended again for the same reason.Candidates who fulfill the eligibility for the GATE 2020 can apply for the same until September 28, 2019.A notice on the official GATE 2020 websites says, “Because of heavy traffic load in the GATE application portal, the last date of application with normal fees has been extended up to 28th September."The last date to apply for GATE 2020 with late fee is still October 1, 2019.Candidates who miss the first deadline for the GATE 2020 application can still apply for the exam until October 1, 2019, with an increased fee. Under these circumstances, the application fee for the SC/ST/PwD/Female candidates will go up from Rs. 750 to Rs. 1250 and for all other candidates, the application fee will increase from Rs. 1500 to Rs. 2000.For international exam center – Addis Ababa, Colombo, Dhaka, and Kathmandu the application fee will increase from US$ 50 to US$ 70 and for Dubai and Singapore centers, the application fee will increase from US$ 100 to US$ 120.The exam is scheduled for February 1, 2, 8, and 9, 2020.

Soon academically weak students may be able to exit the IITs in three years with a B.Sc. Degree in engineering. The proposal is on the agenda of the IIT Council meeting. The council is headed by the Human Resource Development Minister and is the highest decision-making body.Currently, students get enrolled in undergraduate programs for fours years and after the completion of the degree are awarded B.Tech degree. However, students with weak grades may be allowed to drop midway.According to the data shared by the HRD Ministry in Parliament, 2,461 students dropped out of different IITs in last two years across B.Tech and post-graduate programs and this also includes the cases of expulsion of the students on account of poor academic performance.It is for this reason, the HRD Ministry is proposing an exit option after six semesters. According to the Council agenda, IITs have been asked to approve the proposal which will allow the academically weak students to opt for the B.Sc.(Engineering) after the second semester and leave after three years, provided they maintain a minimum academic track record as per the standards.

In a statement the CA examination regulator, ICAI said that it will follow the due process for the re-evaluation of the answer sheets to consider the demands of the protesting students. The institute has also requested the protesting students to call off the agitation and prepare for the forthcoming exams.The protesting students took the social media to push their demands with the hashtags like #dearicaiammend39_4 asking the regulatory body to amend the evaluation rules especially, Regulation 39(4). In their claims students alleged that their answer sheets have not been evaluated properly and therefore are protesting outside its central Delhi office.“All the students are advised not to be carried away by such issues. The Institute is seized of their problems and will be considered and taken up at the appropriate forum by following due process,” the ICAI said in a statement after meeting and addressing the protesting students.“A section of the students led by agencies external to the Institute have been demonstrating outside the ICAI premises from 23rd September 2019. To empathize the genuine concern, if any, of the students, they were allowed to meet the officers and council members on 24th September 2019 wherein more than ten representatives including ICAI members, non-members and students participated in the discussions,” the Institute said in the statement.“… It is also seen that a few answer books have been circulated in social media alleging errors in evaluation on the part of Institute. These answer books have been checked and from the records of the Institute, it is noticed that none of these relate to May 2019 examination as has been claimed on the social media,” the ICAI said in another statement released today.“To address the afore-stated issues, the Director Board of Studies and HOD, Examination have once again today appraised the students about examination system and process followed in the evaluation of the answer books of CA. Examinations through video hosted on ICAI social media,” the statement added.Meanwhile, the Congress leader Rahul Gandhi on Wednesday came forward in support of the protesting students and said that their demand for re-evaluation is justified and all political parties should come forward in the support of the students.

He further added that the education system along with supporting the students must also support the institutes of learning so that can be at par in excellence on foreign standards. “We need an education system that transforms a student to become a complete human being, who is sensitive to the needs of others, understands the other point of view and respects and values others for what they are,” he added. Mr. Naidu also advised students and teachers to study the draft of the New Education Policy and make suggestions to make it more robust, equitable and inclusive.“Policymakers and the educationists must ensure that every child receives a holistic education,” he added.He also said that the government is worried about the increasing cost of education. Education is a fundamental need and must be made affordable. He also urged business associations, corporate firms, trusts, entrepreneurs and philanthropic organizations to create dedicated funds for the promotion of affordable education.

An official from HRD Ministry said that the proposed Higher Education Commission of India (HECI) not only will replace the UGC but will also overtake AICTE and a bill in this regard will be presented before the cabinet next month.Last year, it was announced by the Ministry of Human Resource Development (HRD) that the University Grants Commission (UGC) will be replaced by the HECI by repealing the act of UGC 1951. A draft regarding the same was put in a public domain and the suggestions were sought from stake holders. “The Higher Education Commission of India will be a single regulator and replace UGC and AICTE. The bill has been prepared after elaborate consultation with states. It will be taken to the Cabinet in October,” a senior HRD Ministry official said. “The HECI will be created by repealing the UGC Act, 1951 and AICTE Act, 1987,” the official said.In July, HRD Minister Ramesh Pokhriyal ‘Nishank’’ had informed parliament that HECI will promote the quality of academic instruction, maintenance of academic standards and encourage autonomy of good performing educational institutions for free pursuit of knowledge, innovation, skills and entrepreneurship.“The aim is to be inclusive and offer opportunities to all, and also provide for comprehensive growth of higher education and research in a competitive global environment,” he had said.At present, UGC is a regulator for universities across the nation and AICTE acts as a regulator for engineering, pharmacy, management and other technical education colleges.

From past few days, certain adverse reports are doing rounds on social media related to the system of evaluation adopted for CA exams. Recently, ICAI has released a notification in which it clarified regarding the reforms which have been put in place recently by the organization. In the notification, ICAI said that CA Intermediate and Foundation level exams are due in November 2019 and May 2020 and evaluation of the sheets will be done digitally. ICAI has also asked the students “to be not to be misled and swayed by any tirade as ICAI stands committed to fulfilling their genuine concerns”.The institute also said that move is being incorporated into remove the physical handling of the answer sheets and avoid any variation in the marks awarded by the examiners. The digital evaluation will also eliminate the scope of errors in totaling of the marks and will keep a check on quality control check.“Central Evaluation is being carried out in several papers of CA exams, w.e.f November 2018 wherein examiners evaluate answer books under the supervision of Head Examiner/Associate Head Examiners,” the ICAI said.“Effective May 2019 exams, objective type questions for 30 marks have been introduced in select papers of Intermediate and Final Exams. Further, the Institute has decided to introduce OMR based evaluation for MCQ’s of Elective Papers 6A to 6F of final New course with effect from November 2019 which are machine processed thus avoiding subjectivity,” the organization added.

On Saturday, HRD Ministry’s Central Advisory Board of Education (CABE) and Education ministers from states held a detailed discussion on the New Education Policy and proposed a new National Education Policy draft.The meeting was chaired by the Union HRD Minister Ramesh Pokhriyal ‘Nishank’ and was also attended by the heads of autonomous organizations, vice-chancellors of universities, HRD secretaries for higher education and school education R Subrahmanyam and Rina Ray, along with senior officials of the central and state governments. “The house had detailed deliberations on several recommendations and reforms proposed in the NEP draft. There were valuable suggestions given by the education ministers of states, who are equal partners in policy formulation and felt that their inputs are critical so that the proposed NEP can be a catalyst to achieve the goals of equitable access to quality education while ensuring affordability of education and instilling greater accountability,” a senior HRD official said. The HRD minister said both the state and the central governments interacted to bring out a robust education policy which will empower and bring out the best in the youth of India and prepare them to meet the challenges of 21st century. “The government has initiated a major exercise to formulate a National Education Policy that will aim to fulfill the aspiration of the youth for quality education and make our country a knowledge superpower. The extant National Policy on Education, 1986 modified in 1992 required changes to meet the contemporary and futuristic needs of our large youth population,” he said. This policy is being brought out after more than three decades after undertaking a massive consultation process. The draft of the NEP has been submitted by the committee.

The Sikh Community in collaboration with the National University of Singapore has launched an academic program in Sikh studies to commemorate the 550th birth anniversary of the faith’s founder Guru Nanak Dev.The academic program is first of its kind outside India and will enable the National University of Singapore (NUS) to attract leading scholars from around the globe who have demonstrated excellence in the study of Sikh philosophy, history, art, culture. “This is a first Asian Visiting Professorship In Sikh Studies outside India. There are similar university-based study programs on Sikhs in the United Kingdom, Canada and the United States,” said Baljit Singh, President of the Central Sikh Gurdwara Board. The program was inaugurated by the former Singapore parliamentarian Inderjit Singh. The University will manage a fund of 2.4 million Singaporean dollars to maintain the course from an academic perspective and to support the visiting professors. “The Professor will be a senior or emerging scholar with a strong international reputation and publication record, extensive experience of teaching and student supervision, and be internationally recognized,” Mr Singh said. “He or she will contribute to undergraduate and graduate teaching, research and leadership at the South Asian Studies Programme,” he said.The program aims to improve the understanding of the Sikh way of life among Sikhs and non-Sikhs alike.

On Friday, Delhi High Court issued a stay order on the directive issued by the Delhi Government’s education department which puts a cap on the readmission of the students who have failed the exams. The education department has put a cap on the number of attempts to clear classes IX to XII. “Not that students have failed to learn, but teachers have failed to teach,” Justice Rajiv Shakdher remarked as he referred to the Delhi government’s Directorate of Education’s circular which said that students cannot be re-admitted to the school if they fail in a class for consecutive two years. Based on the circular, a Delhi school has denied admission to the two minors.Ashok Agarwal, minor’s advocate said that the circular is also a hurdle in the way of continuous education of the students as guaranteed to them by Articles 14, 21 and 21A of the Constitution of India.The judge said that the issue needs deeper consideration and listed the matter for further consideration on December 16.The father of the minors is a scrap collector and challenged the constitutional validity of the DoE’s April 2014 and August 2018 circulars which imposed a cap on the number of attempts to clear classes IX-XII.Agarwal argued that heads of government schools, on the strength of the circulars, “invariably denied re-admission to hundreds of students who failed twice in classes IX to XII, which is illegal and arbitrary and therefore the operation of the same be stayed”.

The UP government is mulling over the idea of adding AI bots to the secondary school examination system to make the exam free from any kind of malpractices.In this direction, CBSE has already partnered with Microsoft Technologies to conduct capacity building program for the high school teachers and train them in Artificial Intelligence.CBSE has decided to add AI and Early Childhood Care Education (ECCE) as skill subjects in the school curriculum and UP government seems to be following the same path.State Deputy Chief Minister Dinesh Sharma did not disclose any details about the program and said that things will be disclosed at the appropriate time.“Things are still in the planning stage and we are trying to ensure implementation of the program for the 2020 board examinations,” the one of the official from the education department said.AI-bots will help in tracking the performance of the students based on their past performance and it will also help in tracking the proxy invigilators.“The main problem with the Uttar Pradesh board examinations is the shortage of teachers and the inability to maintain the standard of teaching. In this scenario, when teaching is inadequate, the students, as well as teachers, resort to unfair means during examinations,” the official said.Earlier, this year the state government took several strict measures to keep a check on cheating and other malpractices during the board exams and as a result around 10 lakh students did not appear in the board exams.

JEE advanced 2020 will be held under the aegis of IIT Delhi and the institute has announced May 17, 2020 as the official exam date.A meeting was conducted by the IIT Joint Admission Board (JAB) on September 15 and a number of key decisions were taken in the meeting. One of the many decisions was to conduct JEE Advanced 2020 in the United States. For this purpose, one examination center will be set up in the San Francisco area.Speaking about the decisions taken by the IIT JAB, Prof V Ramgopal Rao, Director, IIT Delhi, said, “JEE Advanced is an examination conducted by all IITs for admission to IITs. IITs have taken a conscious decision to encourage cultural diversity on their campuses. JEE exam is now conducted in five countries worldwide and we have added the USA to this list. US has benefitted significantly by the presence of a large number of IIT alumni there and there is considerable awareness in the US about IITs. Conducting JEE in the bay area is a logical thing to do."Another major decision in the meeting was taken to increase the number of eligible students for the JEE Advanced exam. Earlier, top 2,40,000 candidates were shortlisted for the JEE Main exam. Now, this number has been increased by 10,000 i.e. from 2020 onwards 2,50,000 students will be shortlisted to appear in the JEE Advanced Exam.On May 17, 2020, the first paper of the JEE Main will start at 9 am and the second paper will start at 2:30 pm.Prof Siddharth Pandey, Organizing Chairman, JEE (Advanced) 2020, "Paper 2 that used to start at 2 p.m. earlier, is now scheduled to start at 2:30 pm. This is to allow students, especially the PwD candidates, more time between the two papers. This will also help in conducting biometric verification at the centers in a timely manner."In 2019, JEE Advanced centers were also set up in Dubai (UAE), Dhaka (Bangladesh), Addis Ababa (Ethiopia), Kathmandu (Nepal), Singapore and Colombo (Sri Lanka) but the JAB has decided to discontinue the exam centers in Addis Ababa (Ethiopia) and Colombo (Sri Lanka) due to lack of candidates for the JEE Advanced exam.

Concerned with the representations of the IITs among the Worlds Best Education Institutes, the IITs will meat the representatives of the London-based Times Higher Education early next year over the issue of ‘transparency’.IIT-Delhi is in touch with the editorial director of Times Higher Education Phil Baty and Phil has agreed to a meeting in January next year.The meeting is crucial as IITs are concerned over their rankings among the World’s Best Educational institutes which were released by the Times Higher Education last week. IIT-Bombay said that Times Higher Education has ranked the institute even though the institute did not even participate in the rankings this year. IIT-Delhi director, V Ramgopal Rao took the social media and said that the World University Rankings does not reflect the actual performance of the IITs.Concerned with the methodology of the Times Higher Education many higher institutes have expressed their concerns to the HRD Ministry last week. The ministry then stepped-in and directly put the IITs in touch with the London-based ranking agency. IIT-Delhi will coordinate the meeting with the Times Higher Education on behalf of all the IITs.“There are issues of transparency. We want to know how the Times Higher Education sources data and how it uses this data. These questions are important, especially against the backdrop of what IIT-Bombay has revealed recently,” said an IIT official.

A school from National Capital has topped the rankings    for the government day schools in the country and other two schools have made it to the top 10 list. The list was released by an education portal, said an official from the Delhi government.The government-run Rajkiya Pratibha Vikas Vidyalaya (RPVV), Sector 10, Dwarka stood at rank 1 in the India School Ranking 2019 released by Education World (EW). EW is an education portal for educators, teachers and parents which comes out with rankings for schools every year.“A Delhi govt school in Dwarka has been named the best govt school in the country. Two more are in the Top 10. Congrats to all teachers, principals and officials. The last date to register for the Jawahar Navodaya Vidyalaya Selection Test (JNVST) has been extended by the Navodaya Vidyalaya Samiti. The test will be conducted to select the candidates for admissions in class 6th. Navodaya Vidyalaya Samiti has extended the registration date for the phase 2 process. Only candidates who will complete the registration process by September 30, will be allowed to submit the details for the phase II until October 3, 2019.The selection test will conducted in two phases. Ministry of Human Resource Development (MHRD) is inviting applications for the ‘2020 Commonwealth Master’s Scholarship tenable in the United Kingdom’ from the Indian nationals. The scholarship will be provided by the Commonwealth Scholarship Commission (CSC), UK to the Indian students who wish to pursue one year Master’s degree courses which will commence in September/October 2020.The applicant applying for the scholarship must be a citizen of India and should be available to start his/her academic studies in the UK by the start of the UK academic year in September/October 2020. The applicant also should not be able to afford the cost of education without the help of the scholarship.Candidates who wish to apply for the scholarship can visit the official MHRD portal – proposal.sakshat.ac.in/scholarship/. At a time when all IIMs are showing a great reluctance in reserving 10 percent seats for the students from the Economically Weaker Sections (EWS), IIM Udaipur has announced its decision to implement the same from the 2020 session.“We have already implemented 5 percent quota in 2019-20 session. However, as the announcement came a little late when we have had already started with admissions, we have decided to start the 10 percent EWS quota from the coming academic session of 2020-21,” said Pankaj Patel, chairman, IIM Udaipur while speaking to IANS.Many IIMs have kept mum on the issue of introducing 10 percent quota for the EWS students as introducing 10 percent more seats means changing the faculty-student ratio in these institutes. “Several alumni from other IIMs including Harsha Bhogle have joined the board. We have attained important milestones while moving forward,” he said. “All our board members are pioneers in the industry and are bringing in a practicable course which will make a difference for us,” he added. When asked if the current slowdown in the economy is bothering him when it comes to placement issues he said, “It’s true that we can’t be insulated from the downturn impact. However, I feel that those schools focusing on new-age companies, for example, digital, and focusing on leadership capabilities are less likely to be hurt. But there is no way we can be insulated from the impact of the economy.”"Meanwhile, there are many organizations which use the downturn as an opportunity to build capability. My sense is this is a bliss downturn and it won’t be affecting those schools which are preparing managers for future,“ he added.If this is a long spell then it will be worrisome for all but “we see the government is taking steps, we are hopeful of the best times coming.”When asked why IIMs did not make it on the global list of the educational institutes Patel confessed, "Given the quality of talent we have, ideally we should have more schools on the globally recognized list. However, now, IIM Udaipur is working in that direction to ensure we should be globally recognized by 2030,” he added.

Since 2012, it is for the first time that no Indian University was ranked among the top 300 Universities in the world. The rankings were released by the UK-based Times Higher Education on Wednesday.IISc, nation’s best-performing institute slipped 50 places down from 251-300 bracket to 301-350 bracket. The dip was on account of “a significant fall in its citation impact score offsetting improvements in the research environment, teaching environment and industry income”, states the Times Higher Education release.“The Indian government has strong ambitions to boost the global standing of its top universities and attract foreign students, academics and research collaboration. It now needs to back up these aspirations with high levels of investment — or risk declining further amid increasing global competition, especially from other parts of Asia,” Ellie Bothwell, Times Higher Education rankings editor, was quoted as saying in the release.Even if India dropped out of the top 300, it has increased its rankings in terms of the number of universities from 49 last year to 56 this time. “As a result, India holds on to its place as the fifth most-represented nation in the world and the third most-represented in Asia (behind Japan and mainland China). It has eight more universities than Germany, which is sixth in the country ranking, but 25 fewer than China,” the release stated.IIT-Ropar, Institute of Chemical Technology, IIT-Gandhinagar, IIT-Patna, Jawaharlal Nehru University, Anna University, Banasthali University, Delhi Technological University, University of Mumbai and Siksha ‘O’ Anusandhan are the Indian Universities which their debut in the World University Rankings.According to the Times Higher Education, “The best Indian institutions are generally characterized by relatively strong scores for teaching environment and industry income, but perform poorly when it comes to international outlook in comparison to both regional and international counterparts.”The list is ruled by Oxford University followed by California Institute of Technology and University of Cambridge. Stanford and MIT complete the top fie tables.

Following the complaints from the village panchayats regarding the shortage of teachers in the government schools, the education department of Punjab has decided to introduce the cluster system. Under the new system, the principals of the government schools will be given the authority to rationalize the teaching staff among the schools falling under their respective clusters.Selected principals under the scheme will be appointed as cluster in-charges and orders regarding the same have been issued to all school heads across the state by the office of Secretary School Education, Krishan Kumar.Some schools in Punjab have only one or two teachers and other schools have surplus staff some of which can be sent to the teacher-deficit schools to balance the student-teacher ratio.The sources in the education department said that the panchayats of various villages have been informed that new teachers will be provided for the students in their schools so that the studies are not affected. The system will ensure the judicious use of the teachers within the designated clusters.“The Cluster Incharge Principal shall be authorized to make the adjustments within the cluster to depute teachers from the schools having surplus teachers to the schools facing scarcity of teachers. However, the arrangement would be temporary till the end of the academic session or till the posts are filled through rationalization, recruitment, promotion, etc.,” said a school principal and added that due to strong political connections some teachers are sitting in schools which are already surplus.
